There’s a bug on Github that’s known but not yet solved.
A known workaround is to restart one of Counterparty daemons, but it has to be done repeatedly, so maybe you can try to use another wallet such as https://counterwallet.coindaddy.io or a client. Or try again later on counterwallet.io.
