Newbie ? about XCP cap, creation, & securing the network

Where can I get the info about how XCPs are created?  Who they are given to when created?  The total cap of XCPs?  How XCP transactions are secured? 

Sorry if this is obvious… but I couldn’t find the answer on any of the Wiki’s.
