Based on some confusion/issues we had around the subassets fundraising, I have proposed a process CIP (CIP 8) that seeks to better specify how fundraising for new CIPs should operate.

The goal of this is ultimately increase the chance of success with CIPs that raise funds from the community for implementation. Any and all input is welcome, either here or in the github PR. If no major issue, we will merge this in, and use it as a model moving forward.
