I suggest you follow instructions to setup a watch-only Armory cold storage address on counterparty here:

once you got the watch-only address, you can just broadcast the voting message like you would normally do using any counterwallet address, or you could use the new message broadcasting feature in the recently published XCP Wallet for Chrome extension which you can download from the Chrome Web Store:

I have that set up, not sure how to create the broadcast with text included though. I would prefer to only use Counterwallet and Armory, if possible.
