you can automate the process via the cli or API's, but you cannot combine multiple sends in a single transaction at the moment.
If its a fair distribution to all your token holders then you can do this via dividends
It’s an initial send to new token holders, so it won’t be a dividend payout. So I guess the other option is to redeem back the dust via http://redeem.bitwatch.co/
