How to host a crowdsale?

I am unable to find the answer via google so I will post it here.

Is it possible to host a crowdsale via the web based server? Or do I need to have a custom script and the counterpartyd server running locally?

Could someone kindly give me a quick run down of how I would host a crowdsale?
