Anyway, we need to create a unified asset with some subasset marking inside of each asset unit and with the condition that we can run audit over whole system in order to collect data about subasset quantity in the system in any given moment.
Example. Imagine $100 bills issued by various Federal Reserve branches. All bills look the same but by Serial No and other attributes we can see which FedRes branch printed the bill. In this case $100 is our asset and Serial No is subset marking. We need to do the same only within CP system. Can we? Is it possible?

:-) That's one of peculiarities of HTML editor used by this forums s/w!
The safest way is to click on "<>" icon and type raw text...
If multisig addresses can issue assets (I haven't check, but you can check on testnet) then you could have 2 of 2 (the central office + affiliate) signatures issuing those so by the issuer (address) you could see who issued how many and when, assuming the asset is not locked.

While not ideal, the suggested method was to use unique Bitcoin addresses for each transaction as an identifier
