There is no mining in Counterparty.  
Assets are stored in the Bitcoin blockchain and Counterparty relies on Bitcoin mining (like bitcoin coins do) for protection.

If the owner (address that owns asset rights) sells some asset to different people, he can allow asset holders (who own the asset) to vote anonymously according to their stake. This can be done via Counterparty Broadcast feature (see how Counterparty Foundation election is handled).

But the asset owner can ignore those votes, so it’s not entirely enforceable - some trust in the owner is required.
